Military Commissions Manual
Eight public interest organizations are calling for public review of the new rules for military commissions.
They signed a statement saying that to promote transparency and fairness, the Department of Defense should allow for public review and comment as it develops its new Military Commissions Manual.
The first Military Commission was created by President Bush in 2001, and it was replaced in 2006. They have been used primarily to try enemy noncombatants.
Both commissions and their procedeures have been challenged in court. In fact, only three people have had complete trials under military commissions since 2001.
The Constitution Project is one of the signatories calling for public review.

The Constitution Project signed the statement along with Human Rights Watch, the National Institute of Military Justice, the executive director of the American Civil Liberties Union, and other organizations.
