Winners and Losers in Portland Police Proposed New Contract

Over the last 30 years Portland Police Bureau has been unwilling to discipline Police Officers who use excess force against community members. The few half-hearted efforts of disciplining Portland Police normally concludes in a year vacation for the officer and reinstatement with full-pay, benefits and seniority by an arbitrator who has no choice but reinstated the officer due to lackluster internal investigations, sloppy paper work and "a self-defeating accountability" system with no power to hold police accountable.
We normally hear that it is the contract that prevents the Police Commissioner, the Police Chief and the internal review process that prevents real accountability. The current contract expired on 6/30/13 and there is a new 4-year contract currently being voted on by the members of the Portland Police Association. Who are the winners and losers in this proposed contract? Will it lead to a more accountable Portland Police Force?
​Will we finally get rid of the 48-hour rule that allows officers to avoid providing immediate statements regarding use of force but instead gives them at least 48 hours to get their thoughts together prior to providing information on the incident? Or will we institute a 48-hour rule for community members before they provide any information to the Police?
