I feel that they all ready do speed up and slow down web sites.  If I go to a mainstream channel like NPR or CNN (which I dont do) or a commercial site, say like FORD or Coke it will be almost instant on my screen, but if I go to obscure blogs or alternative news outlests like Mother Jones or Alternet it takes a lot longer, sometimes it fails to open at all.  I have made my favorites my top sites on Mozilla and they open up relatively fast, but if im just searching on the net--commercial sites always always open up fast and efficiently.  I belive as we talk about these issues they all ready do slow down sites that go against their fascist interests.
Ameria is the most fascist nation on earth.  i live in China, and even hear while many things are censored, the web is 100x faster than it is in America-its faster in Europe as well--and in China I could until recently download or view any films, movies, audio I wanted to, until the copyright police cracked down--now I can watch any Chinese films and a lot of European films at will--instantly.
I am ambivelent about copyright laws. I believe it is harmful to enforce such laws in a place like China because now Chinese will not have access to Western culture--it will only serve to close them back up.  They will not buy CDs o DVDS in bookstores or at Walmart (very limited selction)--it is far too expensice and impracticle for Chinese.  And they will not be aware of whats out there--the free download and viewing sites provided a forum of awareness.  Now with American copyright police cracking the whip, Chinese simply will not have access to western culture easily and incentive will decline.  Chinese youth live online.  They will lose access to books and audio books as well.  Essentially, copyright is intellectual containment. Cyber police, net nuetrality--its all censorship.
