  Portland’s River Plan took a massive hit yesterday.  The  City Council voted  to approve a deal that exempts a portion of  Siltronic's property in Northwest Portland from environmental protections under the city's River Plan.   The deal gives the city a conservation easement connecting the property to Forest Park.   Siltronic, a German company, employs about 850 people in Portland making silicon wafers for semiconductors. The River Plan is a comprehensive blueprint for balancing environmental, industrial, residential and recreational use of the Willamette River.   Siltronic told city officials that the environmental protections could derail expansion prospects by requiring a development review.  Ahhhh, I get it:  Those pesky environmental laws are standing in the way of business as usual so the laws get bent, as usual and the River gets burned in a courtroom crucible converted to - what else?  gold.  It Alchemie the American Way...
