The Justice Reinvestment Summit and What Works in Public Safety Conference were held jointly in February 2017 in Salem, Oregon. One event presenter, Judge Frederick Block, US District Court Judge for the Eastern District of New York, discussed the profusion of collateral consequences that follow felony convictions under both state and federal law. Under Oregon state law alone, there are well over a thousand statutory and regulatory collateral consequences, many of which challenge a convicted felon’s ability to construct a productive life post-incarceration. In his presentation, Judge Block explores the effect of collateral consequences on rehabilitation and recidivism, as well as the need for reform. Karen James hosts.
