Karen James interviews Shannon Wight, Deputy Director, Partnership for Safety and Justice. In 2013 Oregon legislators passed House Bill 3194 that stopped prison growth for 5 years. A Justice Reinvestment fund was created from the savings and distributed to Oregon counties for community support services to help offenders and decrease the flow into the prison system. Just 2 years later, Oregon lawmakers are considering using $9 million from the Justice Reinvestment funds to expand the Deer Ridge Correctional Institution in Madras to accommodate a growing inmate population.
