why make a bridge ?
a better solution would be to make housing affordable and making downtown portland more friendly for families. also providing fast public transportation.
I bet that tons of families will move to the pear district if the could afford it.
Also making people able to afford living closer to their place of employment.
700 millions is a lot of money.
