His iron-clad decisions, in effect, determine thousands of prisoners' lives through: limiting or eliminating possibility of parole; arbitrarily putting individuals in solitary confinement for indefinite and copmletely unregulated periods of time; the degree of scrutiny prisoners receive in behavioral reports (there's a vast disparity between reporting on violence, drug use, and other infractions between white inmates and inmates of color).
