Congress got 'wind' of the Guv's Green Leanings at the same time Coos Bay votes down turbines

It's Green!  It's bipartisan!  It's wind!  It's Governors' Wind Energy Coalition.  Ted Kulongoski and 28 other guvs handed Congress and the White House a wind-power wish list.   A couple of high notes:  offshore wind development and new infrastructure for electric transmission.    The group. wants the federal government to do a better job of promoting wind energy.  Thus far their efforts seem to have failed to persuade Coos Bay.  The town is planning on passing a resolution to ban wind energy in the city limits today. This would mean that agencies like Community Action, Coos Bay Public Schools and Companies  - even juggernauts like  Wal-Mart - will not be allowed to set up rooftop wind turbines to develop mini-microgirds on their buildings. 

It's an ill wind that blows in two directions at the same time.  But that's Oregon political weather for ya...
