Western Climate Initiative

In a few weeks, the Western Climate Initiative, or W-C-I, will release its plan to improve the environment by reducing global warming pollution in the West. The plan is already getting criticism for making too many concessions to industry. Seven states and four Canadian provinces are WCI members, including Oregon.
