Request for Proposals for Strategic Planning Support

KBOO Community Radio (90.7 FM; KBOO.FM) is seeking support for the development of a 3-year strategic plan. KBOO is an independent, member-supported, non-commercial, volunteer-powered community radio station. KBOO embodies equitable social change, shares knowledge, and fosters creativity by delivering locally rooted and diverse music, culture, news, and opinions, with a commitment to the voices of oppressed and underserved communities. We have been serving the Portland, OR community since 1968 and are one of the oldest independent community radio stations in the US. The person/group who is selected from the responses we receive from this RFP process will co-lead the development of a plan with the KBOO Strategic Planning Support Work Group, made up of volunteers, board members and staff.  


KBOO’s fiscal year is October 1 through September 30th. Years 1-3 will correspond with this calendar.

Desired primary outcomes:

  1. By August 2016 KBOO will have a 3-year strategic plan with a total of 5-7 overarching goals


2. By August 2016 we will have measurable objectives under each goal for year one


The plan/process will also create the following secondary outcomes:


a. An evaluation/reflection on the current plan, what we have accomplished and what, if anything, should be carried over


b. Connectedness and ownership by those involved in creating the plan: Membership, Board of Director, Staff, and Volunteer buy-in and involvement through retreats and surveys, as well as other means if possible.


c. Match funding to goals. Ensure that if we increase work, we also increase staff and resources


d. Organizational team-building


e. Obtain more community buy-in/understanding of KBOO and readiness for partnership/support; build alliances with other community organizations


f. Skill-building – those involved learn more about strategic planning and organizational development (what it takes to run a thriving organization)


g. A process for regular reporting/use of the strategic plan; keeping it alive in our organization


h.  A process for updating it annually - asking ourselves “are these still our goals? what are our objectives?”


i. We will more deeply understand our mission and vision and how they lead us


j.. The goals will likely fall within the following functional areas, but this should be confirmed by those involved in the process: 1) programming, 2) personnel (including volunteers, programmers, staff, board, etc.), 3) fiscal/resource development, 4) facilities, equipment, IT, etc., 5)  KBOO’s place/role/impact in the community.  Many of these areas overlap to a large degree.

  1. Please tell us your proposed plan and cost for fulfilling the primary and secondary outcomes listed above during the following time period -  November 2015 through August 2016.


2. Please tell us your prior experience with developing and/or leading the development of long-term strategic plans.


3. Please send us an example of a plan you were involved in developing and explain what your role was.


4. Please tell us why you think KBOO is important to our community.

A. that acknowledges the diverse legacy and the people that comprise the archival institution of music, public affairs, and weirdness.
