Yes on 88 Campaign for Driver Cards

Oregon Ballot Measure 88 allows the DMV to issue “driver cards” to Oregon residents who meet the following requirements:
Pass the State’s written driver knowledge test;
Pass the State’s behind-the-wheel driver test;
Provide proof of residence in Oregon for more than one year; and
Provide proof of identity and date of birth.

The driver card may not be used as identification for air travel, to enter a federal building, to register to vote, or to obtain any government benefit requiring proof of citizenship or lawful presence in United States.

Driver cards help Oregon residents follow the law and improve safety for drivers, bicyclists, and pedestrians by reducing the number of uninsured and unlicensed drivers on the road. Seniors, immigrant families and workers are among the thousands of Oregonians who need this option to safely get to work, church and school.
