Every year, almost like clockwork around his birthday, Martin Luther King's "I Have a Dream" gets airplay. The charismatic orator is frozen on the steps of the Lincoln Memorial in August 1963.

No doubt it was a great and historic presentation, profoundly moving and full of dazzling poetry and inspiring images. But he was to give another very significant speech that is often obscured.

Voices from the Edge 03-17-11 A new look at Oregon's Measure 11 and its impacts

Kevin Mannix promised voters in 1994 that his Ballot Measure 11 establishing minimum mandatory sentences would create certainty in Oregon's criminal justice system. While the measure tripled the state's prison population over 20 years, a new report by the state Criminal Justice Commission finds that Measure 11 not only failed to deliver certainty, it has cost the state billions of dollars while it shifting sentencing power from the hands of judges to those of district attorneys - a shift many see as dangerous.

Curt Bell is is a retired scientist from OHSU and a member of the Peace Action Committee at the First Unitarian Church in Portland.  He’s been involved in most of the large-scale peace mobilizations for the last ten years and is active on a variety of social justice and peace campaigns here in Portland.
