ICE holds, requests from federal immigration departments to hold immigrants in jail until they are deported, wreak havok on immigrant communities. With the threat of ICE holds always present, community members are much less likely to interact with police for any reason. Strauss discusses the affects of ICE holds on immigrant communities and the juridistiction of ICE holds.
